Philip is a graduate of the University of North Carolina School of Law and Rice University’s Graduate School of Business. In addition, he received his bachelor’s degree in Accounting from the University of Tennessee. 
Prior to attending law school, Philip served as a Peace Corps volunteer in Sri Lanka, and in 1993/1994, he trained newly selected Peace Corps volunteers in both Sri Lanka and Latvia. During law school, Philip worked as a legal intern for the United Nations High Commissioner for Refugees in Geneva, Switzerland.

Philip is a member of the State Bars of Tennessee and Oregon, the Federal District Court of Oregon, the United States Court of Appeals for the Ninth Circuit, and is admitted to practice before the U.S. Supreme Court. He is also a member in good standing of the American Immigration Lawyers Association (AILA). Philip has twice served as AILA’s Oregon Chapter Chair and he is a past member of AILA’s Board of Governors. In addition, Philip currently serves on AILA’s Political Asylum Committee.
